Gabriel Wiley was simply doing his job when something on the back of his garbage truck caught his attention.

Wiley believes Hopper was intentionally thrown away because the trash can was so tall that the small dog wouldn’t have been able to climb into it himself.

That possibility makes the rescue even more heartbreaking.
